Basic of Non-Emergency Medical Transportation Insurance

Non-Emergency Medical Transportation (NEMT) Insurance

Progressive no longer offers new business AND current NEMT insurance coverage for providers in Georgia, as of Feb 2024.

Medicaid non-emergency medical transportation insurance is for situations that do not involve an immediate threat to the life or health of an individual and is for Medicaid beneficiaries who need to get to and from medical services but have no means of transportation.

For transportation businesses, NEMT coverage is a type of for-hire livery insurance for vehicles that are used by businesses that generate revenue from transporting people.

So, let’s look at what is required for drivers and vehicle NEMT insurance.

What insurance coverage do NEMT carriers need?

Insurance carriers usually have a set of non-emergency medical transportation requirements and rating factors you’ll need to consider, including:

  • Vehicle age and seating capacity
  • Driver age
  • Vehicle’s features
  • Safety equipment and written procedures

The different types of vehicles that providers can use for beneficiary transport to and from covered medical services include wheelchair vans, taxis, stretcher cars, and buses.

The cost of your NEMT coverage depends on some of the above requirements and travel radius, location of business, claims history, coverage limits, and more.

Just make sure they include:

General Liability:

General liability insurance provides protection for your company against claims related to bodily injury, property damage, personal injury (e.g., libel or slander), and advertising injury resulting from the negligence of your business or its employees.

Commercial auto liability requirements depend on the overall gross-vehicle weight (GVW) when hauling.

  • Commercial vehicles under 10,001 pounds GVW are only required to carry $300,000 Commercial Auto Liability.
  • Any vehicles over 10,001 pounds GVW are required to carry $750,000 Commercial Auto Liability.

Physical damage coverage:

Any time you drive, you are exposed to risk. Your vehicle could be damaged in an accident or from another disaster. It could be stolen or vandalized. Any of these issues could put your vehicle out of commission and compromise your business. While not required on your vehicle unless it is leased, it does offer 24-hour collision coverage for damages to your equipment.

Worker’s Compensation:

Workers’ Compensation insurance is required by law, in almost every state, that are designed to ensure payment by employers for some part of the cost of injuries, or in some cases, of occupational diseases, received by employees in the course of their work.

Some states require that all drivers, regardless of Owner-Operator status, be covered by Workers’ Compensation.

For instance, if a driver suffers an injury due to fatigue or poor road conditions while driving one of your vehicles, this type of policy could offer them financial assistance to pay for any medical bills resulting from their condition. Similarly, it would also be able to cover lost wages if a driver cannot return to work due to an illness or injury.

Umbrella/Excess Liability Coverage:

Umbrella insurance is a supplemental policy that provides additional liability coverage beyond the limits of your standard insurance policies. It can be useful in any situation where you may face lawsuits or financial losses due to damage caused by your business activities.

For example, if one of your drivers fails to follow safety regulations and an accident occurs, the extra coverage provided by this type of policy could help offset costs related to medical bills, property damage, legal fees, and more.
